Vancouver police are counting down the top 10 most wanted suspects on their Con Air list, beginning with a man who has 113 outstanding warrants in his name.

Colin Alain Bouchard, 23, is wanted by police in Ottawa on 62 warrants for breach of probation, 23 for mischief, nine for theft, 12 related to break-ins and the rest for failing to appear in court.

Those warrants were all issued for Bouchard's arrest within a 400-kilometre radius of Ottawa, but Vancouver officers are intent on shipping him home.

"Victims of crime deserve a resolution -- are they not worth the small cost?" Vancouver Insp. Ruben Sorge said in a release.

"There is no law in Canada, yet, that says you can't flee a jurisdiction where you know you have a warrant. It needs to be a crime to leave a jurisdiction knowing you have an outstanding warrant."

The Vancouver Police Department's Con Air program, established in 2008, flies suspected criminals back to the jurisdictions where they allegedly committed crimes. The VPD is currently tracking 364 candidates for one-way tickets out of B.C.

"Some of these offenders have committed very serious offences and it's disturbing to know they are living in our community," Sorge said.

Another suspect on the department's top-10 list of the most serious alleged defenders is 35-year-old Joseph Sheldon Pelletier, who is wanted in Saskatchewan in connection with a purse-snatching at knifepoint. Seven warrants for his arrest have been issued in Saskatoon.

The remaining top 10 Con Air suspects are:

  • Hershel Yellowquill, 27, wanted in Winnipeg for assault, assaulting a police officer and break-and-enter
  • Michael John Alexander, 22, wanted in Halifax for assaulting a police officer, theft and possession of stolen property
  • Marchond Earl Lagrone, 33, wanted in Windsor, Ontario for assault causing bodily harm and breach of probation
  • Alfred Joseph Dupont, 50, wanted in Ontario for assault causing bodily harm, break-and-enter and breach of probation
  • Craig Corrigan, 49, wanted in Toronto on 14 warrants including assaulting a police officer, death threats, theft and fraud
  • Nathaniel Henderson, 31, wanted in Ottawa for drug possession, breach of probation and breach of recognizance
  • Rachel Goonigua Atkinson, 31, wanted in Winnipeg for assault causing bodily harm, aggravated assault, obstructing police and personation
  • Harold Richard Lambert, 46, wanted in Ottawa for spousal assault, death threats and intimidation.
