Vancouver's police chief says his department could have, and should have caught serial killer Robert Pickton sooner.

In responding to the missing women inquiry report, Chief Constable Jim Chu says they're studying the findings of the report and are committed to do everything they can to make sure such a tragedy doesn't happen again.

Wally Oppal's report criticizes both the Vancouver department and the R-C-M-P for allowing their bias against the women who disappeared to get in the way of solving the murders.

Oppal called for a merger of Metro Vancouver's police departments in his report, but Chu says that issue has been talked about for decades and any such decision would have to come from the politicians.
