The federal and provincial NDP are dismissing a plan by the owner of the Black Press media group to build a refinery at Kitimat as nothing more than a "pipe dream."

Critics for both parties say David Black has no investors, buyers or Enbridge's support to build a $13-billion plant to refine Alberta crude pumped to the coast through the proposed Northern Gateway pipeline.

They also say the proposed refinery in Kitimat does nothing to solve the environmental concerns of the pipeline.

Black says he's preparing to submit a proposal for an environmental assessment for the project.
