One of the two teen psychopaths responsible for the brutal rape and murder of Kimberly Proctor will be transferred to an adult prison, but the victim's father says the killers should be "put down" instead.

A B.C. Supreme Court judge ruled Wednesday that 19-year-old Cameron Moffatt will be transferred to a federal prison, while fellow murderer Kruse Wellwood, 17, will remain in a youth facility until his next birthday.

Moffatt and Wellwood were sentenced as adults in April to life in prison with no chance of parole for 10 years for raping and killing 17-year-old Proctor and setting her body on fire near a popular trail near Colwood, B.C.

But Proctor's father Fred told reporters outside the court that the two diagnosed psychopaths deserve much worse, and keeping them alive is a waste of time and money.

"These are two prime examples as to why we need capital punishment in this country," he said.

"They should be put under -- put down -- and preferably, it should be a long, slow, painful and horrific ending for both of them."

Moffatt and Wellwood lured Proctor to Wellwood's house on March 18, 2010. Once there, they bound, raped and suffocated her before mutilating her body with a knife.

They stowed the body in a freezer overnight before carrying it in a duffel bag on a public bus to the Galloping Goose trail.

During their investigation into the horrific murder, police discovered that the longtime friends had carefully planned the abduction and murder, and shared their rape fantasies for at least a year before the killing.

Psychiatric reports presenting during sentencing suggested the boys have little hope of rehabilitation.

Fred Proctor says he's convinced that neither of the boys can be rehabilitated.

"In 10 years, would you want these people out in your community or living next door to you?" he said.

"They should be culled, to put it politely."
