A young mother has been identified as the victim of a fatal shooting at an after-hours party in Surrey on Halloween night.

Roxanne Flora Charlie ended up at the party on 152A Street near 102 Ave after spending the evening at local nightclubs with friends, B.C.'s Integrated Homicide Team said. She was visiting from Kelowna for the weekend.

Cpl. Dale Carr said Charlie's family is devastated by her death. He calls the incident "tragic."

"Here you have a 26-year-old mother of two small children that decides to come to the Lower Mainland to visit with friends and ends up murdered," he said in a statement.

"We as a community should be outraged by this."

Charlie's two children are aged two and four-years-old. She was not known to police.

Another man was shot at the same party. He was treated for non-threatening injuries and released from hospital after questioning. The victims are not known to each other.

Investigators are still trying to determine if Charlie was the intended target of the shooting.

Police are hoping to speak with anyone who saw Charlie at Lower Mainland nightclubs that night - and her interactions with other patrons.
