The chief of police in Victoria, B.C., is under investigation for allegedly telling officers not to use the services of a psychologist who has criticized the department.
The criticism of Chief Jamie Graham stems from a widely viewed YouTube video showing an officer kicking two men during an arrest outside of a nightclub.
Police psychologist Mike Webster publicly criticized Graham and his department for the handling of that video.
Now Webster has filed a complaint with the B.C. Police Complaint Commissioner's office, claiming Graham has told his officers to stop using Webster's counselling services.
"You can't do this kind of a thing. This kind of thing is anachronistic. It's from a time gone by," Webster said.
"You don't walk through airports talking about bombs anymore, and you don't use your public office to lean on people you don't like."
A police spokesman has said that Graham will not comment on the case while it is under investigation.
The YouTube video is already the subject of two investigations.
Vancouver police are handling a criminal investigation into the video, and the Calgary Police Service is conducting an internal investigation under the Police Act.
