Homeless people have been living in a dirty area strewn with drug paraphernalia right next to Science World.
Abandoned clothes and garbage are piled high above the tide under a pier where a group of homeless people sleep next to False Creek.
"It looks like hell," said one man who lives on the street, who gave his name as Dave.
"But it's better than sleeping inside building where we get kicked out by security guards," he said.
The city has fenced off one side of the pier to try and prevent access to the area. But Dave doesn't think it's going to stop anybody.
"I could get in there or I could crawl under here, or I could pick the lock," he said, gesturing to CTV British Columbia's Dave Pinton.
Rats pick through the garbage. Last year, the Vancouver Police had to pull a homeless man from the water in False Creek.
Advocate Wendy Pedersen said that the fact this exists should embarrass the governments.
"It's unbelievable that we allow people to live under a wharf at Science World," she said.
But the provincial government says it's investing more into Vancouver's homeless.
"There's more in (our budget) for homelessness," said Solicitor-General Rich Coleman. "We just purchased six buildings in downtown Vancouver for $23-million and there's more coming.
"I'm very happy about the budget and how it approaches homelessness," he said.
