For a week, CTV has been telling you about the airlines' vastly different policies on fuel surcharges. Air Canada's still got them. WestJet is supposed to offer a credit. So why are so many customers having trouble getting it?

In a bid to find answers, CTV turned its attention to fuel surcharges in the cruise industry.

Cruise Connections President Sanjay Goel says he has been hearing from customers every day about fuel surcharges.

All major cruise lines added them last November, and raised them again in the summer. But that was before gas got cheaper,

"Most of them have said for sailings that will be in 2010 and beyond, we are eliminating the fuel surcharge, said Goel.

But what happens if you booked a cruise this year or next, CTV wanted to know.

Goel said some are doing it as a refund -- some as an on board credit -- some are saying the price of crude has to be at a certain pace two weeks before.

"It is a little complicated, no question, no question. not for the faint of heart,'' said Goel.

Consumers Association of Canada President Bruce Cran said he is not a fan of the fuel surcharge.

'[It] goes on like a rocket and comes off at a snails pace,'' he said.

The consumer Advocare says when gas went up -- companies took advantage of the public's sympathy

"Gasoline and fuel is half the price it was six or eight month ago, yet we're seeing no real effort on the part of most companies to give some respite to consumers,'' said Cran.

Westjet is among the exceptions It dropped its fuel surcharge, meaning that anyone who booked before September 18th -- for a flight after that date -- can call for a credit.

Since we did our first story about WestJet's fuel surcharge, CTV has received loads of email. Some of it is from happy viewers who called WestJet and got that credit. But other viewers said they were told no, there was no credit being offered for that fuel surcharge.

So what is really going on?

WestJet insists the credit is supposed to be offered to calles. Cran is skeptical.

 "We've had over 100 calls this week from people who had to go back two or three times,'' said Cran. "[No-one who] has phoned us has got an offer of that type. They had to push? They had to push hard."

Air Canada is not offering any relief. Its fuel surcharge remains on international flights. On flights within Canada or to the U.S., it has been incorporated into the ticket price.

Consumers are advised to shop around or stay at home.
