The man found murdered near the Fraser River this week has been identified as a 26-year-old who was known to police.
The victim, Richmond resident Justin Pauwat Chan, had ties to drugs and gangs, the Vancouver Police Department said Thursday.
Chan’s body was wrapped in black plastic, possibly garbage bags, and tucked inside a sleeping bag when it was discovered near the Milltown Marina on Monday, witnesses told CTV News.
Police have ruled the death a homicide, which they believe to have been targeted.
They said there is no threat to public safety.
