The RCMP officer who pulled the trigger on the Taser that stunned Robert Dziekanski says he believed the man had an `intent to attack' officers with a stapler he had in his hand.

Const. Kwesi Millington says Dziekanski threw his hands in the air and walked away before turning toward the officers holding a stapler in the `open position.'

Millington says he believed the man was about to attack before he fired the first jolt, and stunned him a second time because he didn't appear to be immobilized.

The officer says he used the Taser four times in all, although records from the Taser show it was used five times that day in October 2007.

Millington is the third of four RCMP officers who confronted Dziekanski to testify at a public inquiry into his death.
