An 18-year-old man is facing multiple charges in connection to a hit and run crash that killed two pedestrians in Vancouver.

Just before midnight Saturday, a 25-year-old woman and 31-year-old man were walking in a crosswalk near the entrance to Granville Island when they were struck from behind by an SUV heading westbound on 4th Avenue. They were both killed instantly.

The teen driver is facing two counts of failing to remain at the scene of an accident, dangerous driving causing death, and impaired driving causing death.

He is not being named until charges are approved.

"The driver took off. [He] ran north into Granville Island and appears that he dove in the water," Vancouver Police Insp. John McKay told CTV. "I don't know if he tried to swim across False Creek or what it was, but we got a call about that and we went down there with the dog and arrested him," he said.

The SUV passengers -- a 14 year-old and a 16-year-old girl -- stayed at the scene and spoke to police, but were released.

There is an indication the passengers should not have been in the vehicle because of licensing restrictions.

Most 18-year-old drivers are either "learner" or "novice" drivers, which both have a zero blood alcohol restriction. "Learner" drivers must have a passenger over the age of 25 in the vehicle, and can't drive past midnight.

The names of the victims are not being released at the request of their families.
