A Delta police officer who allegedly opened fire on a car and injured someone inside two years ago has been charged.

Crown approved one count of careless use of a firearm against Const. Vicken Movsessian this week after receiving a report on the shooting from B.C.’s police watchdog, the Independent Investigations Office.

Movsessian is scheduled to appear in court April 27.

Neither the police nor IIO have confirmed many of the details of the shooting, which took place Nov. 7, 2013 in Surrey, but the man who was shot shared his version of the story with CTV News shortly after the incident.

Michael Minchin said he was in a Toyota Corolla with two other men around 108th Avenue and 148th Street when a police vehicle pulled up to them. Four officers then got out and drew their guns, Minchin said.

“I did not move a muscle, nothing. And then all I hear is this explosion of glass and it felt like somebody hit me in the chest with a baseball bat,” Minchin recounted over the phone from a hospital bed the day after the shooting.

Minchin said he was sitting in the backseat of the car, and was shot between his heart and collar bone.

The RCMP said the two other people in the Corolla were arrested, and that it initiated a drug investigation based on evidence and details uncovered after the stop.

Minchin was never charged in connection with the incident.
