Premier Gordon Campbell says Kash Heed, who stepped down as B.C.'s solicitor general last month amid an RCMP investigation, has been restored to cabinet.

On Monday, a special prosecutor cleared Heed of allegations relating to pamphlets distributed in his riding during his 2009 election campaign.

Campbell said the announcement "exonerates" Heed, and that he was "pleased to re-appoint him as Minister of Public Safety and Solicitor General."

"I am sure this has been difficult for both Kash Heed and his family," Campbell said in a statement. "I am pleased that this has been resolved quickly."

But charges were approved against two people from Heed's campaign.

Heed's campaign manager Barinder Sall is facing three criminal charges, including two counts of obstruction of justice and three charges under the Election Act.

Satpal Johl, financial officer for the campaign, is also facing one count under the Election Act related to improperly recording campaign finances.

And Dinesh Khanna, whose printing company North American Mailing Service Ltd. produced the pamphlets, faces two criminal charges for obstruction of justice and three Election Act charges.

The NDP has argued Heed shouldn't return to cabinet until the court case against the other men is completed.
