Provincial corrections officials have issued a rare public warning about a high-risk sex offender moving to Vancouver who has a violent past and a history of breaking court-ordered conditions.

Jeffrey Goddard, 25, has an extensive criminal history that involves sexual assaults against women as well as children of both sexes under the age of 16.

He has in the past posed as a police officer offering ride-alongs, a member of a band offering free swag and has hired a 15-year-old while pretending to be a landscaper.

B.C.’s Ministry of Justice says the convicted sex offender has a history of using the internet to lure young people “in both an opportunistic and predatory manner.”

Goddard was released from his most recent corrections stint on Thursday and will be “closely monitored by authorities.”

He has been ordered to obey a 9 p.m. curfew, not communicate with anyone under 18 and attend any park, school, daycare, pool, playground or community centre.

The offender has broken his court-ordered conditions in the past.

Three years ago, Goddard was arrested for allegedly creating a Facebook profile under a fictitious name to contact underage boys – despite being prohibited from using the internet.

The account amassed almost 300 friends and Abbotsford police say it was being used to contact meetings with young people.

At the time, he was on probation after being convicted for sexual touching for a 2010 incident where he was caught online posing as a teenage girl.

While in custody in 2014 for breaching his probation, Goddard was charged with another count of sexual assault for an incident that occurred in the Surrey Pre-trial Centre.

He is described as 5’9 and weighing 150 pounds. He has brown hair and green eyes and sometimes wears glasses.

Anyone who sees Goddard breaking any of his conditions is asked to call their local police detachment.
