A 27-year-old Surrey man has been charged in connection with a 2008 hit-and-run crash that killed a couple returning home from their daughter's engagement party.

Surrey residents Dilbag Badh, 61, and his wife Baskshish, 60, were sitting in the back seat of a family member's BMW when it was rear-ended by a speeding white Acura on 128 Street. The vehicle was forced into a power pole.

The couple died at the scene. Their daughter, who was sitting in the front seat, was also seriously injured.

Witnesses saw two young Indo-Canadian men crawl from the Acura and run away.

Ravinder Singh Binning faces two counts of dangerous operation of a motor vehicle causing death, one count of causing bodily harm and one count of failing to stop at the scene of an accident.

The couple's daughter, Vaninder Badh, told a news conference that her parents were the pillars of the family, which will now put its trust in the justice system.

"Nearly two years ago we were forever changed when we lost our beloved parents. We are devastated by the events that have forever cast a black cloud on our lives.‬‪"

After the accident, the family petitioned the provincial and federal governments asking them to add vehicular homicide to Canadian criminal laws.

"Our mom and dad deserve justice and we will continue to advocate," Vaninder Badh said.

Surrey RCMP Const. Peter Neily said police believe there are more people who may have information in the case and have yet to come forward. He appealed to those people to come forward.
