VICTORIA -- British Columbia Energy Minister Bill Bennett says he isn't leaning in any direction when it comes to deciding whether to build the Site C hydroelectric megaproject on the Peace River.

Bennett says he'll bring a project recommendation to the Liberal cabinet next month, and a decision is expected by the end of the year, but the timing of any announcement rests with Premier Christy Clark.

The proposed $7.9-billion dam near Fort St. John cleared major hurdles this week with the federal and British Columbia governments granting environmental certificates that came with more than 80 conditions that must be met before it proceeds.

Bennett says the overriding consideration for or against the project rests with what is best for B.C. ratepayers.

He says consultations with area First Nations who are opposed to the project will also be a major consideration, but he's hopeful a compromise can be reached.

Bennett says he doesn't expect First Nations to publicly endorse the project if it proceeds, but he's confident benefit agreements can be negotiated to appease their concerns.
