A civilian contractor for the RCMP who struck and killed a pedestrian last year will not be charged, despite the fact he didn’t stop after the accident.

Surrey RCMP spokesperson Sgt. Dale Carr said an eight-month investigation could not find any evidence of criminal behaviour on the part of the driver.

Andrew Leduc, 37, died after being struck by a semi-truck while he was crossing the Langley Bypass around 3 a.m. on Aug. 7, 2013.

The impact of the collision left the man’s shoes, hat and backpack strewn across the roadway, and police weren’t able to confirm the age of the victim for several hours because of “substantial trauma.” Leduc was pronounced dead at the scene.

After the crash, witnesses told CTV News the big rig didn’t stop after striking the pedestrian. The driver, who had been working as a traffic analyst for the Mounties right before the crash, notified police around three hours later.

Surrey RCMP contacted the B.C. Independent Investigations Office because the driver was under contract with the Mounties, but the agency turned the case back over because he was not an officer.

Sgt. Carr said there is no evidence of reckless driving at the time of the crash.

He said Surrey RCMP have reached out to the victim’s family in Penticton through victim services to inform them of the findings.

A final report by B.C.’s Office of the Police Complaints Commission is expected in coming weeks.
