Vancouver police say there will be no criminal charges laid in a bizarre incident in the downtown core that prompted a massive police response and shut down a busy city block.

Officers surrounded the Wind Mobile store on Robson Street on Friday after someone called 911 to report a woman’s foot behind the counter in the locked business.

A naked woman was inside the store with a pair of men.

While nobody appeared in distress, the VPD say there were “a lot of red flags” because no one would open the door.

Emergency Response Team members and negotiators finally convinced the men to come outside an hour later, but not before the busy stretch of road was shut down and teams of officers were called in to assist.

While the incident was initially investigated as a possible sexual assault, and the woman was taken to hospital for examination, police now say there is no evidence to support charges.

The two men were interviewed and released and detectives obtained a warrant to recover video footage from inside the business.

Montague says the video evidence suggests everything that was going on inside the store was consensual, and the woman is physically fine.

“I won’t go into detail what the video told us other than to say there is no evidence to support a criminal charge,” he said. "The matter has been concluded."

Montague added that one of the men worked for the store, and had the legal right to be there.

“Obviously this is something that could have been resolved very quickly had they simply opened the door and spoken to the officers who showed up in the first place,” he said.
